David Paul Rosen, Ph.D. founded DRA in 1980. Dr. Rosen is a recognized authority in the fields of affordable housing finance, inclusionary housing, redevelopment, real estate economics, sustainable development, and renewable energy.
Dr. Rosen is expert in affordable housing deal structuring, value capture analysis, capital markets and asset management. DRA Principals have advised on more than $9.0 billion in development finance.
Dr. Rosen has represented public and private sector clients in more than 220 government jurisdictions. Clients include the World Bank, International Finance Corporation, European Mortgage Federation, the Future Cities Collaborative at the University of Sydney, the Federal Housing Administration, Ginnie Mae, Freddie Mac, the U.S. Federal Home Loan Bank System and others.
